You should definitely be getting boost before that. I just talked to a customer with the HPF 61 (same .68 A/R, 2mm smaller compressor wheel) and he's getting boost ~ 3000 and full boost ~3500. You should be seeing a maximum of a couple hundred rpm difference from that...

The wastegate is made by Tial although I'm not sure what size it is.
