to help clarify
20+ yrs of use, heat cycles, etc....can cause rubber inside crank pulley to harden and loosen up from crank pulley
these engines use a dampening crank pulley
pretty much its a 3 piece pulley system, center section(steel, where crank pulley bolt goes through), middle rubbber section(dampening material thats drys/loses grip) and the outer steel piece with ribs(where the serpentine belts ride)
the timing marks are on the outer piece with ribs, with the drag of the accessories(alt, a/c, p/s, waterpump) and age of rubber it doesnt take much for the outer section to slip and rotate around. thus making your previously perfect timing marks(when new) out of adjustment
i know on my 91 with 80k miles my outer section was off a 1/4"
reason why its was suggest to remove #1 spark plug, place wooden dowel inside cylinder #1, rotate engine until wooden dowl is at its highest point(make sure your on correct stroke)
normally the pulley wont rotate to much so simply looking down and see if your notch on crank pulley is close to timing mark on timing cover is close will let you know if your on correct stroke
once you have verified your #1 cylinder is at TDC(top dead center) then begin cps install
