Tilt wheel broken

I was out replacing my radio bezel earlier and after I was done discovered that I now only have 1(the lowest) option available for my steering wheel tilt. So I'm wondering what is the likely cause of the failure.

there's 3 levers there. sure you got the right one?

I'm not using the wrong lever, it only had one more setting when I got it, so it was already partially broken then.
