take your time.
you're trying to get the tps off right?
i have the coolant lines bypassed in that area so its really easy to do it.
but yeah, you can unbolt the isc and move it down a little to get to that bottom screw with a long screw driver.

Pretty rare, you getting everything swapped with USDM pieces to make it legal in the states?

Just take the TB off, it takes 5 minutes. I'd be willing to bet you didn't need a new TPS, but to just adjust your current one. You can't just buy one, put in on and hope it works.
