You could achieve that look with either bulbs or LEDs, but the LEDs will have a much more vivid color (like that in the photo). I've seen both in the parts stores, if you're looking for vivid color go with a multiple LED unit.

Have fun getting pulled over for using blue lights on the car.
A girl a few years ago was arrested and convicted of impersonating a police office in San Diego for using those blue LED nozzles on the hood. I think it was mostly to set an example, but using red or blue forward facing lights can get you in trouble.

There's a reason cars have amber marker lights in the front, and red ones in the rear. It's so you can tell at a distance which direction a vehicle is traveling in. This is far more important out in the middle of nowhere than in an urban setting, but there is a rhyme and reason behind the codes that apply to vehicle lighting.

I can think of about 10,000 different ways you can customize a vehicle that don't involve fucking with the safety related items.

I've never been able to comprehend the obsession with screwing vehicle lighting...

Front markers/clearance lights can be white or amber, but must have an amber reflective surface.

Rears have to be red.
