I actually have one of these turbos. They are NOT a true T70, and the bearings are garbage in them. I ran it about 12k miles on a 3.1L V6 (Chevy motor). It spooled decently well, and ran hard on the top end (hey, it's a 60.5mm inducer - you WILL get some airflow from it).
That being said, I would not run it as is. I would send it off to someone like Jon @ MDCMotorsports to have him go through it, work it over, and then use it - if that is the route you wanted to go.
On a 7MGTE, based on my experience, you will get 14 psi by 4500rpm - but I would not, under any circumstances, expect the turbo to last on a daily driver. It's a T4 'P' trim wheel, in a tangential housing with a T3 footprint. I have seen one person running it on a 7M, and they were putting down about 420rwhp.
Honestly, you could do better than the ebay T70.
