Stuck/burnt valve? HELP!

I put my GE back together after replacing the head gasket, as the old one was blown and that's what the PO told me was wrong with it.
I was turning the exhaust cam to get it aligned with the intake cam and it wouldn't turn...I noticed one of the lifters was stuck closed. I was able to push it down and now the camshaft turns fine. Do I have a stuck valve? Burnt valve? Bad lifter?

Possible if you or somebody else had set the head down on the block surface of the head without something under it to keep from sitting it on some extended valves.

the clearance for the bucket is tight, could have just not been aligned in the bore correctly and when you pushed it down, you got it correctly seated in there

What do you mean by "something under it"? I lowered the head on with a hoist and installed the studs.

but it doesn't come back up...
also...do you think it would be fine if I ran it?

He means when you had the head off it could have been rested on the bottom of it, where the valves are extended which in other words means the whole weight of the head was on 2 or more of the valves which is a bad thing

hmm. well I had it set on the two legs of the hoist, so I don't think so. I think I will pull the head again though so I can see for sure.
