Steering Rack Boots Full of Oil???

I took the rack off as the pass side boot was leaking.
The driver side boot was full of oil too.
It doesn't look like there is a seal for the driver side. Should the driver side boot be full of oil?
Should there be oil in the pass side? Is the pass side the only side with a seal on the rack?

If the pass side is not to have oil in it, when you rebuild the rack, are you just replacing the seal on the pass side? What else is done on a rebuild?

I searched and I think there should be no oil in the rack, right?
I assume its the pump that is leaking into the rack, is this correct?

There is Dextron ATF fluid inside the rack , but not inside the boot area as the boots are meant to keep out water and dirt from the inner tie rods and rack end seals. The pump feeds the rack, that is correct, and if everything is right, there should be no leaks, including inside the boots. You need to rebuild your rack or get a new rack. Stop fighting it, it's not a job for a shade tree mechanic.
