Starter relay will not switch

Recently my car would not crank when I turned the key. Sometimes after the car sat for hours without trying to start it would start right up. I pulled the starter out and it tested fine. I relized it is the relay not closing the circut. But sometimes it would. I noticed when ever I cant start the car the secuity light would come on when I locked the car, as if the alarm was triggered but did not sound. I know when the alarm is set off the car will not start unless you put the key in the door and turn it. If I put the key in the door and turn it, the car still wont start and the secuity light does not turn on when I lock the door. My thoughts are since the relay occasionally switches it may be good but something is causing the ignition shut off as if the alram set off. But Im not sure because if I put the key in the door and turn it I the relay shoud switch and start the car. Any ideas? Is the relay bad? Or could there be something else causing it not to switch? Toyota wants $60 for the relay, no autopart stores have it. I want to make sure it is the relay before I get ripped off again by toyota. Thanks in advance everyone.

If you put the key in the driver door and lock it, the red light should come on for 30 seconds, then blink. That is letting you know the starting system is disabled. You must unlock the driver door with the key to enable it.

Now you gotta say how :)
Even is it was; 'Used the wrong key', 'Left the EFI fuse out after clearing codes', or whatever. So someone searching with the same issue can see what you did to fix it.
