Spooling issues

Alright, I have an 89 Mk3 supra 7mgte, hardpipes, crap china IC, Tial 50mm Bov, XS power manifold, Precision 46mm wastegate, a Borg S360 .91 a/r turbo. For electronics I have an HKS VPC, Safc, 550cc injectors. Thats about it. What annoys me is I cant get this thing to spool for the life of me. I have nothing in first or second. Then in third at around 4,200 it comes to life full 18 psi. Are there any secrets to changing the cam timing or ignition timing? Im so ticked im half tempted just to go back to stock. I had a Garret T04E 57 trim on it before, it boosted o.k. But it surged so bad it blew. How do you guys with bigger turbos get spool?

A light wastegate spring will add to lag time. I don't know what your boost target is; but, with that size of turbo, a 14psi wastegate would be a minimum.

Wastegate is set to 18 psi. Im pretty damn sure i dont have any boost leaks. I have run it on the dyno and it only makes 8 psi on a full 4th gear pull. Which frankly sucks. What size exhaust housing should i get if im shooting for around 500 wheel? Maybe 550. There arent many other choices for my turbo.

Well I did it, and only found a very very minor one at the compressor housing. So i pulled the bolts out and put sealer on them. To add to the stuff I put on the first post, I have the base timing set at 10 degrees. Could my crappy 2.5 inch muffler be the problem? Sorry if I sound like a retard. Im just on a really small budget right now.

Yeah i know. It was a low cost exhaust i put on at the time. Any other ideas that could possibly be hindering my spool? Anything with timing at all?
