looks like a rubber band

they use rubber bands to quiet the rotors when they cut them, should work the same on the car to stop squeel...

That's exactly what they are, we use them all the time at work.(Firestone.) They cut back on noise and vibration.

When the rotors are spinning the rubber acts as a damper for vibration, it dosen't stop it comletely.(it helps with the up/down vibration, not side to side.) Yes rubber would probably melt. They *might* be used to sort of "balance" the rotor? That's my guess.

I imagine a steel band could be employed in much the same way that the rubber bands are, except for long term use. Naturally, it wouldn't dampen vibration as much.

I have only used rubber when cutting a rotor. Ive never seen a rubber absorbant that was meant to be driven on. I know my nova came from the factory witht he drums wrapped in steel sprigs to stop vibration.
