slow returning idle?

I'm having trouble with my idle. Every time i drop the car to neutral or press the clutch and let the engine idle from driving, the idle will be about 1100 rpm. If i sit and wait about 10-15 seconds it slowly returns to normal 800 rpm idle, but as soon as i drive a little bit and do it again, the idle does the same thing, instead of dropping strait down to proper idle after driving. Any help would be great, my throttle body, intake manifold, isc valve and everything have been cleaned very well and are in good working condition. I tested the water temp sensor and it passes the resistance test according to the tsrm.
Also, timing has been properly set to 10 degrees btdc

Sounds like your dashpot needs adjusted. It's in the TSRM under the emissions control systems. There's also a little filter on the end of the vac hose that needs to be cleaned sometimes, just has a little fiber filter inside.

It could be ,your brake booster. another car of mine had a very simillar problem and thats what it turned out to be.

Thanks guys. I will check my dashpots adjustment according to the TSRM and pinch off the large brake booster vacuum line to see if it makes any difference.
