From the angle, they look like the seat belt anchors. (so that the seat mounts don't have to take the load of your body in an accident)-

Yep, those are guide-rails which slide through brackets built onto the console-side of the front seats and which anchor the seatbelt clip receptacle.

How important is it to re-install these from a safety perspective? I'm not a particularly heavy guy, will the seat mounts snap in an accident without these?

Very important. I would venture to say that your life could depend on it. Put them back in. The seat brackets are not designed to take the full load of your weight on impact, which is why the seatbelt is bolted to the chassis in three places. 1) At the retraction unit, 2) above your shoulder, and 3) via those rails to connect them to the transmission tunnel.
