is there a way to test an safc 2 out of the car? like is it safe to just hook it up to a 12 volt source to see if it turns on?

sure, put 12V to it....see if it powers up. won't tell you much about actual I/O, but it will at least let you know it powers up...
alright. cool, cuz i just bought a "broken one" for 40 bucks, and the guy says it just doesnt power up, so im thinking i might have gotten a killer deal and his power source just came loose. otherwise, its only a 60 dollar repair.
