This Video shows how to remove rust using Arm&Hammer Sodium Carbonate, and a 12V Battery Charger. They show it took two days to remove some heavy buildup on an Steel A-Arm. Also you need to "USE GOOD VENTILATION".

if you have the neg lead on the part, can it be submerged in the water?

I can't see why not. The lead in the video was submerged. I don't see why having the rest of the part in the solution would change anything.
That looks pretty cool and it simple chemistry, however I wonder how long it will be before someone either electrocutes themselves or blows themselves up. (Hydrogen is explosive).
