i've read that the rods must be resized after arp rod bolts are installed. does this affect the rod bearing size after they are resized?

Im not so sure on 7m rods but i know usually resizing mean they have to resize the hole for the bigger bolts to fit in. And sometimes they'll hone the big end to make sure its still round.

i just talked to a guy at my shop and right when i mentioned the arp rod bolts he said they'd have to resize the rods once installed. so he knows what he's doing so i should be set.

My machinist said the same thing. According to him, when using ARP rod bolts, their different than stock toruqe specs causes small but important changes in the shape of the hole, so the hole must be resized.

No......
The machine shop makes a light cut on the mating surface of the cap,
then the whole is made round again, back to factory spec.

correct, but is usually better than factory spec since your machinist is only doing 6 rods and the factory did 10's of thosands.

Yep, resizing the rod is making it round again. You need to have the rods rebuilt on a rebuild anyway. They will also make sure it is straight. Which it isn't after 150,000 mile of boost and abuse.
