Read brake light question - drivers side always lit

I have an 86.5

My brake lights went out, and after changing the failure box and cleaning the end of the bulbs, the brake lights are now working.. except now the drivers side brake light is always on when the lights are on. When I brake, they stay on. Both bulbs on the passenger side works fine.

Does this sound like the failure box still, bad taillight housing? Not sure.. I tried switching the inside bulb and it had the same result..

As you can see the wires do both seem to be coming straight from the light failure sensor, so i dont think its the problem, because if it were, both lights would be on. I am going to guess there is some issue with wiring that is sending 12 volts to the brake bulbs instead of the side lights. Have a look with a voltmeter... see where that leads you.
