Rapidly fluctuating fuel pressure at idle

It's a friends 99 Blazer.
At idle the fuel pressure fluctuates rapidly 51-53psi.
Slowly applying throttle the rpm will climb smoothly.
Rapidly applying throttle it bogs down and back fire.
Vacuum is 19inhg.

Fuel filter?

When the filter on my Supra was incredibly clogged (damn spiders made a nest in it overnight! :( - that's the last time I ever leave the lines uncovered!)- the fuel pressure would fluctuate at idle, but stall the car as soon as you pressed on the accelerator pedal. It was drivable, but barely.
