generally, you shouldn't touch the bulb with your fingers, and always hold it by the metal parts, as any oil on the surface tends to heat up and cause the bulb to go 'pop' prematurely. just clean any fingerprints and smudgemarks off with a lint free cloth and it should be okay.

im with Kai, i don't think its a wattage high enough to produce the heat that cooks oil from the skin, but you should still try and handle it by metal only.

Yes. With any high wattage halogen light bulb, your skin should not come in contact with the glass.
