What is this valve for?

You circled the fitting for the coolant hose to the ISC.

So this needs a hose right? is there any possible way that can cause a loss of boost?

No, its cooling system, and it's obviosly bypassed, there are two coolant hoses on the ISC.

Don't really need it unless it gets really cold where youre at!! I have mine bypassed as well..
