problem: no fog light no tail lights or park lights and and no cluster light

ok guys i checked both fuses in the kick panel with a test light no power but fuses are good ok when i clip the test light to 12vlt and ck the fuses the test light lights up why am i getting ground signal and when put 12vlt to the fuses everything works guys i need help dont wanna get a ticket so i cant drive the car

Have you had any work done on the car recently? If so, that opens up lots of possibilities. I just had a similar problem, but I had just had work done, and my issue was probably related to that. In the meantime, things folks suggested I check:

Dimmer switch
Hazard switch
Taillight relay

ok i'll ck those 2 things tomorrow cause the hazard switch works i do have turn signals thanx bro in the mean while if anyone can think of anything else plz let me know thanx guys

When I had my problem, my hazards/turn signals worked, but I had no running lights (tails or side markers), brake lights, fog lights, dome lights, or gauge cluster lights. It turned out to be a cut power line between the 100A alternator fuse in the engine bay & the interior kick panel (had to trace it back from the alternator fuse thru the harness to find the spot). Apparently, the hazards/turn signals are powered separately from the others.

If you do a quick search, you'll find my thread. Just a few weeks back. Someone was kind enough to post links to some wiring diagram links there.
