I know this might sound stupid, but is the belt tight enough on the pump wheel?

That's what my first thoughts were too...

Do you know for sure that you're getting pressure from the pump?

Check to see if you are getting air bubbles in your PS resevoir. When I changed my PS pump and steering rack on my MK4 it took a good week or two for the system to get back to normal with no bubbles and smooth steering.

make sure the PS resevoir doesnt fall below the minimum marker too, or you risk exposing the lower hose and sucking air into steering system.

Good Luck!

bubbles = air in system. Make sure your PS level in reservoir is at the MAX. then proceed to start the car and turn steering slowly from one extreme lock to the next as decribed in the TSRM.
