power steering stiffness

Would appreciate any informed advice. When first moving my 88 turbo the steering is suddenly very stiff, after a few seconds movement its fine again. P/s fluid levels are ok.

Is that what it does when your stopped?

Does it happen over and over or does it go away?

It happens for the first turn or two of the wheel whilst moving, once under way it's fine.
