POR-15 as a primer?

Right now I have my wheel wells mostly reconstructed from rust repair, and was going to go slather on the POR-15 to seal it up. My question is can i use the POR-15 as a primer?

and can you put seam sealer on top of the POR-15?

I saw a show where they used POR-15, and there was one more coating to use before painting.
