Personally I don't see anything wrong with building up and modifying the GE for turbo applications. It's a better bet working with an engine known to be in excellent shape than a GTE that, just like JDM engines, has god knows what wrong with it.
The few things missing from the GE block and electronics are easily addressed with time and planning. Sure, it'll cost more than swapping in a second hand GTE, but it may cost more to clean up and swap in a used GTE and all the electronics and sensors.
