Personal Defence Railgun anyone?

I was bored today, so i ended up on Wikipedia (as you do) and after a few links, ended up on a page about railguns, which led me to coil guns (which is what people think are railguns), which in turn led me to this:

I got an A grade in physics and electronics at A level, so i should be able to knock one up thats at least a proper rifle. Larger magnets, bigger battery pack, larger caps, better loading mechanism...

All i'd need are the plans for the circuit boards

24 volt high current battery pack - three times the coils, 1000v 1farad capacitor maybe a clip of somesort, with a rifle bolt action for loading (can't be that hard).

Should be able to take out anything in front of it
