Not true! I had some monzo rs struts that were 1 inch shorter than stock on my N/A at one point. That lasted all of 3 months. Highly Ill advised BTW.

Bilstien's have three settings for where you can set the lower spring perch. I put both front and rear on the lowest ones. It definitely lowered the car. With a stock replacement shock, like Monroe, or some of that other cheap junk, I'd say you're right, depending on how the shock was made. Springs are on my list; just not right now. Want to make sure I get the right spring for my driving habits as well.
