noise @ cam gear area

What would cause a noise similar to a failing power steering pump (whiring noise that incr/decr with throttle) only the sound is coming from the cam gear area or just below it.

Id have to say the tensioner pulley for the serpentine belt or timming belt. Pull the serpentine belt to see if it goes away.

sounds like the culprit. take it apart and replace the bearing (less than 20$ to do)

Take off timing cover, remove socket, replace cover.:evil2:
