Uhh... when I changed my rack I left the car jacked up, filled the resevoir up, turned it back and forth (all the way left, all the way right) until the whining stopped, checked the fluid, took it off the stands and was on my way. No problems after that.

SAME EXACT thing happened to me. Replaced the pump, then the rack, and pretty much the whole entire steering assembly to find myself with still no power steering. Turned out that the power steering lines in were all clogged full of all this gunk, so the pump was just wining and not being able to pump fluid past the gunk. Flush out your lines and power steering cooler, you will be suprised at how much crap can build up in there

i used a brush and scrubbed in there a little bit, and saw that it was too much work for me, so i took it to a radiator repair shop and they flushed it out and cleaned it up, after i installed the flushed cooler and hardlines, i started it up, bled it, and the thing steered with a finger

do it in every line you can, i found alot of crap in my hardlines that run to the cooler in the front of the car, the guy at the shop said nothing was even coming through at all, so he took pressurized oil and shot it through there and crap exploded out the other side

oops. sorry, my bad in making it sound like an actual radiator type, all it is, is a hardline that runs to the front of the car and gets cooled by the air coming through the two vents by the headlights and turn signals.

take out the hardline (cooling line, cooler, what ever you want to call it lol) and find something pressurized, like compressed air or oil to blow the crap outta there. all it is is a big U tube without cooling fins and runs right by the two vents in the turn signals.
