Avoid eBay turbos; they are junk, and you are asking for failure. Get your turbo properly rebuilt, and make sure you get the coolant lines correctly attached. While the turbo is off, it's also a good time to make sure that you have all the heat shields and turbo stays that may be missing from your car.

Good call. Coolant lines are still intact (thankfully).

It appears that the turbo sucked in something it didn't like. Fins are chipped and bent badly, still spins however, kind of freely. Some side to side play but no in and out. No nice way of knowing for sure if the seals blew though. I had a slight bit of oil in the intake a week ago, cleaned it out and the oil is back. Should this be a good sign the seal blew and not the HG?

Previous owner supposedly did the HG himself with ARP studs, work is obvious due to missing timing cover and marks cam gears. Just afraid that work wasn't done correctly and pulling the head would not make me feel any better about this endeavor.

You should start by determining for sure what you're burning. Turn the car on and take a look at the smoke that comes out. As Steve said: Blue = Burning Oil, White = Burning Coolant. Only then will you start to get a handle on what the problem may be.

Kind of late for that now, turbo is off and in my basement. Either way it needs one.

The smoke did smell rather weird. And it was constant smoke too.
