it's their fault, dont buy a new radiator, go to them with Jeff's page from tsrm and demand them to fix what they have done ;)
Dont pay them any money, If they refuse, then call usa toyota office and tell them about this issue, they will surely help ;)

I finally got adam the toyota rep to admit they took the shroud off to replace the belts/pump. He then tells me that the shroud was old and broke in some places.

I asked him why they just didn't replace it or just leave it off, instead of putting it back in the car. He really didn't have an answer. "I have to talk to my manager."

Talked to the service manager of toyota and to the autopark dristrict manager and told them my story of what had happened. Now their going to fix the radiator and the fan free of charge.

Thanks everyone for your opinions and comments. Love this board.

I am glad you got everything cleared up. I for one will never go to any Toyota service shop for anything again. I took my car in for a coolant leak once, and they told me that teh intercooler was the problem. And for a mere $1400, they could fix it. I told him he was a retard and I didn't appreciate his stupidity or his dishonesty. It was just a cracked hose that I fixed by myself for $25. But I bet if I had let them do it, they wouldn't have even mentioned the hose and raped me like they tried to do to you. They also broke my wire harness and tried to sell me another for only $700. Glad I had another laying around. Toyota service depts. FTL!!
