Need advice: No spark, no power to ECU?

Hey there all, I'm at wits end with my Supra. It's an 88, originally N/A Auto that I swapped to turbo manual.

KOEO all the lights turn on and chimes sound, so I'm getting power to those circuits. The battery has sufficient battery voltage at ~12.4v.

I'm using a Fluke 87 DMM by the way.

I've been trying to diagnose a no spark condition, and have narrowed it down to either wiring or ECU.
- The CPS is producing a signal, as shown by the tach fluttering when cranking. The air gaps are within spec and all coil resistances within spec.
- The coil pack has 0.7 ohms per coil, 0.2 on the high side out of spec, but I've tested a set from a running car and it ohm'd out the same.
- The coil harness has minimal resistance
- I've tested the ignitor per the TSRM, and there is 12v at pin 3 on the 6p connector, and momentary continuity at the ground pins at the coil harness when applying 3v to the corresponding pins on the 4p connector (at the ignitor).

From here, I've been using these two threads as help:

http://www.supramania.com/forums/showthread.php?138821-no-power-to-the-main-relay&highlight=spark

The GAUGE, IGN, and EFI fuses are not blown, however no power is being supplied to GAUGE or IGN. I have B+ at one side of the EFI fuse, but power does not read when hooking the DMM (set to V DC) across the pins on the fuse.

I've checked for B+ on both sides of the IGN and GAUGE fuses in J/B 2 and have no reading. When I unplug GAUGE with KOEO, a chime sounds (not sure on this one?)

I have no power to any of the pins at the ECU connectors on the harness (tested both non-powered test light and DMM).

I need advice and help with this, it's at the point where if I can't figure this out myself then I'm going to button it up and either sell or take it to a professional shop. (I'm in classes for auto at the moment)

Thanks much,
Chris

Edit:
I forgot to mention that the CSI is spraying fuel, not sure if that matters...

Redacted per Title 18 USC Section 798
If the tach is flickering the ECU has power, something that would seem to invalidate much of what you wrote later on in the post. ECU power is also easily verified by the MIL coming on with the key.

Based on what you've written and ignoring the stuff that doesn't jive it sounds like there's no power to the coil packs or maybe an ungrounded/bad igniter.

Btw if a fuse is good there won't be a voltage drop across it. That's one method of checking whether it's blown or not without taking it out....

There's 12v available to the coils with KOEO and I've tested two ignitors and both tested to be good as per the TSRM. Both were grounded through the case, as well as the "ground mod" running a separate ground wire from the screw inside the ignitor to a body ground.

The grounds are attached, I have 12v at the BATT and M-REL pins on the 24p ECU connector (harness side).

I'm going to check at the +B terminal at the diagnostic box when my light is done charging so I can replace a couple of the fuses that I had forgotten to plug back in...
