runs under the intake filter, then across above the bumper reinforcement

I have some pictures if the location of that run. It just so happens I took a lot of pictures of my Supra build. So I got that line in a couple pictures. It will help you out possibly.

So if you need explanation of the pics, the looped end goes between the condensor and the front of the car. The open ends come through the core support near the snorkle hole and meet up to softlines.

I don't recall 89's having a powersteering fluid cooler. Could it not be the hardlines for the oil cooler?

The hardline is the cooler, it has no fins.
