first things first how long ago was it built, who built it, maybe you should take it back to them or call them. also 0- 10 could just be the valves also check to make sure that the timing is right with the cams and the crank, make sure none of the cams are to tight. then if nothing happens you could try to just get it to spin. or take it apart. but that your call. what i would do is take the oil pan off and see whats goin on.

about 4 months ago, by kw auto in truxton mo, a different person did the head work, i just took it to kw auto for the full assembly of the shortblock, and he put the head on and assembled the longblock. The head guy (button automotive in o'fallon mo) said he put the cam clearances a bit on the loose side (as in if clearances had to be .008-.013, he would set them to .013) and he said they would tighten up during break in.
What do you mean by try to get it to spin? It already spins.

those sound good, a little loose but they should get a little better, what i mean by try and turn it is put a wrench on the crank and try and spin it. but thats really if you have to. you dont want to force it if it really feels like there is something binding. i would check the rod bearings and make sure they didnt put one in the wrong way. other then that just look at everything, or take it back to them.
