They only work with the low-beams unless you did the foglight rewire. Try turning on the low beams and then try.

The fog fuse is under the steering column, where the pedals are. Take off the switch panel and you'll see all the fuses. Replace FOG, then tell us what happened.

QFT. Those bulbs don't tend to last long.

Yea, if that doesn't work, do what GrimJack said and replace the bulbs.
