It kinda does "kick" in. It is set to change over at 3800-4000 rpm and a certin percent of throttle. It kinda is like v-tec without different cam profiles.
Quick edit: Thanks for pulling the numbers out of the TSRM. I was being lazy but I remembered that it was there if they wanted to know it bad enough.
