While I don't know the exact translation I do know it's the maintenance sticker for timing belt replacement. Mechanics are supposed to place them under the timing belt cover when the timing belt has been serviced. Why it's in the cup holder/console box I have no idea.

I tried to translate this for the most part but a few of the kanji were throwing me off.. so, I asked my buddy who also speaks some Japanese, and we managed to figure it out after some searching.

taimingu beruto koukan kiroku = timing belt change record

koukan jisshi nengetsubi: nen___ gatsu____ nichi_____ = change operation: year-month-day

meetaa soukou kiro = meter mileage kilo

The three kanji spread out on the right hand are for year, month, day. In otherwords, a maintenance record.

That's about all I can make out.
