ISC Idle/Stalling Problem

I am just finishing up with my rebuild. When I try to start my car it will rev to 600 and immediately die. If I give it gas at it will start up and idle very roughly. The TSRM states that this is an ISC Problem. I have Code24 which is the air intake temperature sensor. Although I have searched, I have not found much information on this code. But I don't think that it would prevent me from starting up.

When I remove the ISC connector from the sensor it resets to some default setting and the car will idle roughly at 650. However, after about 15 seconds the idle will fall to 500 and then fluctuate between 250 and 500 without completely stalling.

I took out the ISC to inspect it and I think I may have found the problem. I believe I am missing the Idle Control Valve. When I look at my Manifold I see an empty dome. In this picture it shows the valve.

Would a lack of this valve cause these symptoms? I have checked for vacuum leaks but I cannot find any. Anything else I can look for?

Your picture is kind of blurry. What's in ISC hole on the intake manifold? I think I see something there.

The part you are describing is the check valve. It makes sure that when you are boosting, you don't lose boost back through the ISC valve into the accordion hose. I'm no expert but I think if you were missing the check valve, you wouldn't see any symptoms until you tried to boost and it would end up acting like a massive boost leak.

The code is tide to the AFM which is where the intake temp sensor is located. what you are discribing sound like it could be a faulty AFM. If you have access to another one, (borrow one) try swapping it in.
