is this normal?

sup my fellow supra brothers,

i just got my rear brake pads and rotors changed. i took it out and test drove it around the block, and it sounds like the brake pads are touching/shaving against the rotors. i asked the them is it normal and they said it has to break in.
The thing is the makes the noise even if i don't touch the brakes.

is he correct?

are you sure its the brakes? make sure no dust shield is rubbing on the rotor

its not correct.... most likely the shields... or they didnt put something in right.

Does the emergency brake engage properly ? Was the clearance adjusted on the emergency brake shoes as per TSRM specs ? Along with dust shield I would also look there.
