I get the speeds you have on the notebook via router. I'd say it's fast... fast enough for me at least. I think we have an upload limit tho, I dunno.

I find internet speed is quite dependent on CPU speed and whether you're wireless or not. On the same internet connection i can acheive 2MB/s on my server size bleeding edge hardwired comp and only get about 700Kb/s on my 4y/o wireless with a good connection.

My server when connected to the schools network easily reaches 13+MB/s

I've run the test about 10 times now; my average download is 25,xxx and upload is 12,xxx. I'm not sure why it's so much faster here at my apartment. But at home, I have Charter too, and it's about the same as you have.
