Intermittent power steering whine with video

Okay i'm stumped.. Been having issues with power steering for about a year now and i''ve only just lately been able to do anything about it.
My symptoms were heavy steering and loud annoying whine that would not stop. First i flushed the fluid and cleaned out the reservoir then filled it back up with Dex 3 ATF to make sure it wasn't the fluid or a blocked screen. Didn't fix it. Then i just said screw it and threw on another used pump that i got from a member here and it still whines but not all the time? When i go full lock to bleed it, it stops whining and everything's all okay. As long as it's at idle or near i can do whatever i want to the steering wheel and it's quiet and silky smooth, but when i rev it a little or just try to drive it the whine comes back? I've searched everywhere but could not find anything? I pressure checked the reservoir and replaced the pump feed hose just to make sure it wasn't sucking any air from anywhere but the reservoir checks?

Oh and don't worry about the oil pressure gauge, i accidentally unplugged it putting the pump in, just have to plug it back in.

Went out and cleaned it out again with brake clean and gasoline it flowed out of it like there was no screen so it seems pretty unrestricted:p Is there a seal on the pump itself or something that could go bad that would allow air to be sucked in?
