Idle Issues

I guess I need a little help on this one. I'm just trying to get my idle sorted out. I've done as much searching as I can, and can't find any answers. Anyhow, I'm using a 1uz TB on a stock intake mani w/ no isc. My idle is @ 700 when cold, and 1,300-1,400 when warm. I also ran the coolant lines through the TB. I'm still working on it, but any input would be greatly appreciated.

Issue is still unresolved. I pressure tested the whole intake system and found no leaks, and I blocked off the vac. line where the isc used to be. Now idles @ 700-1,300; cold-hot. Anyhow, the car isn't even on the road anymore since it was in an accident, but any advice would still be appreciated . I assume I'll need some sort of fuel management device to sort this issue out.
