This is common for vehicles that are driven very short distances. The valve covers are cold so they gather condensation the same way a glass filled with ice water will on a warm, humid day. If the engine doesn't have a chance to get up to operating temperature for at least a few minutes, that condensation will not go away. It's basically just oil foam. It probably looks like chocolate mouse, right? Take a 20 mile trip every day for a week and it should go away. Also, it should really only manifest in the cooler times of the year.
Changing your oil will make no difference. Just to be on the safe side, like said above, take a sample and let it sit for a while. If it separates, you have a problem. If it doesn't, you know its just condensation.
