Hey i was just wondering if theres any way that you can make your lights so that when you turn them off they go down, but when you turn them on they only go up half way (sleepy eyes)??

Yeah, that way you can't aim your headlights properly, and light up the road the correct distance ahead of you. There's no need to see stuff on the road at night when you look cool, right?

True, but do you only drive in the city? How about on the highway? I live in the country, and drive a lot of dark country roads. Having headlights that would only point 20 ft. ahead of my car would be down right dangerous, if not fatal to me or someone else. It's also a safety issue. If a cop wanted a reason to pull you over, you just gave him/her a big one.
That said: If you modified the headlight bucket so that the light pointed straight out instead of down, then yeah, go for it. Even better would be using a thin headlight so that it looked stock.
you have to cut things?? i know in the 240 you just adjust the knobs right beside the headlights(in the supra it's a black know when the eyes are down and the hood is open) never tired it but i thought it worked the same way
You can change the angle of the light bucket, so that it points forward. That's why there are screws.

If that was someone like dr.jones' car, I'm positive they took into account how far they could lower the height of the lights, and still have the ability to correctly adjust the headlights, without having to modify the buckets.
When I think of lazy eyes, I think of the many pics I've seen posted where the head lights are modded to only come up half way or less. I did search a little, and came up with this for a decent looking headlight mod.:
