The reason they are phillips screws is so you CAN'T over tighten them...
I just check to make sure they are tight any time I'm working around the area, and we've never had a leaky cover...

Anyone know the "official" name or toyota part number for those little rubber grommit things? I think im going with the arp valve cover stud kit and need to pick up the necessities(gaskets, grommets, and such)

they're called cove washers.

i belive its in the neighborhood of 25-35 ftlbs hold on

edit:
yup 25 Inch lbs?
http://www.cygnusx1.net/supra/library/TSRM/em/EM_56.html

ive always tightened until i cant tighten anymore with a ratchet..

Note: Check that TSRM again. It says 25kg-cm (22 in-lb). That's 22 Inch lbs not Foot lbs like everything else in the book. It's easy to miss that fact and overtighten while your mind is still thinking Foot lbs.
