probably sand and wetsand, maybe fill it with some thin, flexible body filler. when you paint make sure the paint has a flex additive in it so it won't crack when the trim flexes or gets hit.

I painted my trim along with the rest of the car. The trim was scuffed and cleaned with 320 grit sandpaper then sprayed just like the rest of the car. It was off the car of course.

best way to do it, go to your local paint store, and get a can of bulldog, this spray will allow paint to stick to plastic, and will be able to flex without cracking the paint to a certain extent, this is what i did when i painted my car, because wet sanding can work, but the paint will crack off in the near future when painted

how about krylon fusion rattle can? ive painted a few pieces of plastic with it before and it came out good. they claim it chemically bonds to the plastic.

I ended up replacing all my trim (expensive) even though the only problem was it had lost its shine and clarity over the years.

I was told there is no way to polish it up when it gets dull or scratched, but it just seems like they're ought to be a way to polish it.
