Since your intercooler already has threaded mounting points on it, get yourself some angle iron at Home Depot and some tin snips. Really really easy to do.

go to your local hardware store and get yourself some aluminum bar. It is fairly easy to bend with a vise, easy to drill, and is relatively strong. Hint: mock it up with cardboard before you start cutting and drilling.

If you have an IC you paid more than $100 for you should rubber mount it. I solid mounted my $60 ebay POS.

Used aluminum strip metal from home depot. I cut, bent, and sanded the corners round so there was no sharp edges. I also used some brazing rod and some aluminum strips to fab up a couple hangers for my coolant resivour. Also I brazed reinforcements on my intercooler brackets to make them stronger. Brazing is a little time consuming than just making brackets, but it is much less expensive than welding if you do not have the proper supplies and skills.
