no clue about that cable...
where does it go to and from?
<er, Ive only messed with the pass side fender, so this *could* be a drivers side only thing... dunno>
the cable thing looks like it is connected to the headlight. The pass one. Its really loong and it was hanging there. It looks like the guys who painted it way before me might have taken off the front bumper and hooked it up through the wrong way.

1st pic is like the best i can do with out any light and flash doesnt work. 2ns is it runnign down to the door. Now 3rd is the little line, right above the Coolant Overflow. its not connected to that tube wrap thingy but its routed almost the same... jesus this has got to be the worst story for fender removal so far...

You gotta get those two bolts where you cut your hands to shit. In that little hole are 2 bolts and 2 little rubber? alignment humps that feel like bolts (you can't see in there). Use a 3" extension, and make sure you are on a bolt with a head on it, not an alignment post. Sems really simple when you finally get them off. You also have 1 little stabilizer rod that bots to the body behind the wheel. I never remember to get that one until its coming off.
