I posted this up on SF and i've had a few replies but not enough for me to go off of so I thought i'd try my luck. I'm going to post a few entries I have and see if maybe someone here can help me out for a bit.
Entry 1
The problem that I'm having is that it seems to be flutter dumping and it hoots under boost. It only does the fluttering (that I know of) when it's idling and i'm revving the throttle body. It seems that even with the screw all of the way loosened it will still do it, but not as much. The BOV as you can see is an HKS that is mounted in the factory spot so i'm guessing because of where it's located maybe it's unable to vent the corretly because it's closer to the back turbo? My brother told me about BOV rebuild kits so if anyone knows where I can get one that would be awesome. The unit is rather old and I got it used from Japan off of a 1J. Thanks for any info on this
Entry 2
So how would upgrading my spring help solve my fluttering or flutter dump issue? Being that the HKS is a pull type wouldn't getting a siffer be what I don't want in this case? Is this just due to where it's mounted and unable to vent the front turbo do it it's mounting location? Or is getting a stiffer spring the key to this? It's really annoying to hear it vent into my intake. But then again is this a normal thing for the HKS for it to happen at an idle? The turbos don't spool so there isn't pressure to pull the spring back. Theres only Vacuum at this point. So i'm guessing because of that it isn't allowing the spring to pull back.
with that being said the Hoot sound is that DUE to the spring being too weak? If anyone can help me answer these questions that would be awesome. thanks again!

Also I was thinking as well. Could their be an issue with the lines connecting to it? Because of the kit being connected to the factory lines could this cause an issue? It is partly connected to the metal pipes that are smaller in size. Could this be chocking out the BOV to not open as much as it should because of that?
Thanks everyone that can answer or help me think this through.
