9k rpm's or in general hi revs can be very effective with a turbo, the key is the turbo has to be set up "loose" so it doesn't spool too early.

"streetable" that's a whole other question. IMHO it aint gonna be much fun in city traffic. A properly set-up turbo bottom end should be low compression and you're gonna have no (very little) power below about 3500+ rpms.
It won't make for a stump puller at low rpm's, that's for sure.

i dont want fun in traffic that equals problems and unsafe and i am using a hi flow turbo so it will be enough to move the car as a regular NA supra till i get into my boost range that the whole point of building it that way to have it streetable and not fun when i smash in to someone being stupid in town so ill stick to the highways
